Abstract
Given the profound influence of the energy system on Kuwait’s economic and social development, Kuwait Foundation for the Advancement of Sciences (KFAS) and a number of the country’s main energy sector players have been calling for effective coordination among the stakeholders to meet Kuwait’s development goals and face the new challenges arising in the national and international dimensions of the energy system.KFAS has adopted the initiative toward the development of a national sustainable energy strategy since 2013. It has played a key role in catalyzing and coordinating the work efforts between the main national energy players and end users through workshops, seminars and scientific research funding. This endeavor has resulted in a number of versions of the national energy strategy White Papers (WPs), which identified the main challenges and proposed mitigation policies accordingly.
KFAS requested Kuwait Institute for Scientific Research (KISR) in collaboration with the Oxford Institute for Energy Studies (OIES) to update the latest WP version. The joint collaboration involved data and information collection, literature survey, communications with local energy organizations and experts, workshops organization, data/information analysis, and interaction with main stakeholders. Key energy stakeholders including Ministry of Electricity and Water (MEW), Ministry of Oil (MOO), Kuwait Petroleum Corporation (KPC), General Secretariat of the Supreme Council for Planning and Development (GSCPD), Kuwait Authority for Partnership Projects (KAPP), Environment Public Authority (EPA), National Technology Enterprises Company (NTEC), Kuwait University (KU), KFAS and KISR, in addition to local economists and energy experts, participated in two workshops to assess the status quo, evaluate and propose feasible policy scenarios, identify challenges, and propose mitigating policies. Consequently, a technical report entitled “The Future of Kuwait’s Energy System: Mitigating Threats and Seizing Opportunities,” which presents detailed analyses and discussions of the recent developments of the domestic and global energy systems, their influence on Kuwait’s energy system and economy, mitigation policies and general implementation plan, was developed.
This White Paper is the essence of the aforementioned technical report – to which readers should refer for detailed data and sources - addressing the challenges facing Kuwait’s energy system on both strategic and policy levels, analyzing their consequences on the country’s development path and its energy system, and proposing strategies that Kuwait can adopt to confront these challenges.
