The functional attributes include the payroll system, employee database, hiring process, and employee life cycle. The non-functional attributes of HRIS include ethics, privacy, legal, social, and professional issues. This research focuses on the implementation of non-functional HR attributes in HRIS. The research restricts its study in Kuwait hospitals. The result of this research shows that effective human resources information system (HRIS) has a strong impact on the quality of healthcare services.
