Estimating Diabetes Related Health Expenditure at Primary Health Clinics in Kuwait For 2022

Increasing life-expectancy, increasing population, changes in lifestyle patterns have resulted and will continue to increase the demand for health services and health expenditure. Kuwait has witnessed an increase in non-communicable diseases, particularly cardiovascular disease, diabetes, asthma, and cancer5, whilst obesity has reached epidemic proportions,6 and these diseases of life-style will require long term treatment and interaction with health services at primary care level as well as hospitals should patient develop complications. The objective of this study is to estimate the diabetes related expenditure for patients visits at primary healthcare centers within Kuwait. It will be a retrospective cost analysis using a combination of top-down and bottom-up approach. The study will be conducted from a health service perspective and will use data for the 2022 financial year. We will collect data across all primary healthcare facilities The study population will include all diabetes patients (Type 1 and Type 2) that have received treatment at the Diabetes clinics at primary healthcare centers for the financial year 2022. Data will be collected from the Primary Care Information System (PCIS), the Financial & Administration Management system, the Central Department of primary care (CDPC), the Central Medical Store (CMS), the Medical engineering department, and the Lab information system (LIS). All data will be imported on a Microsoft Excel® [Microsoft Corp, Redmund WA] spreadsheet and analyzed. The costs will be calculated in Kuwaiti Dinars and converted to United States Dollars for international comparison. All costs will be derived by multiplying the volume of usage per unit costs. For utilities the annual costs for the facilities will be used. Straight-line depreciation will be used to calculate the annual cost of equipment, medications, lab tests, and diabetes related supplies. No discounting will be applied. The unit costs of providing a treatment for a diabetes patients per year will be calculated and disaggregated by type of diabetes. In addition, to calculating the mean and average cost of treating diabetes patients per category and per clinic during visits in primary care settings.
