Digital entrepreneurial competences online assessment tool - A step towards digital transformation of university education

This project will generate a completely new framework and methodology for assessing the level of DEC the students acquire during their formal university education. The most tangible result of this project will be an online DEC assessment tool which will be hosted on the servers of the Australian College of Kuwait and would enable a large scale research as a future extension of this research or it can be used as a role model for the development of new assessment tools in other competence areas. It is expected to have at least two publications in high impact factor journals and peer reviewed international conference papers as the outcome of this research project. Publications as the outcome of this research project could be the evidence of the successful collaboration of the participating institutions. Socio-economic impact of this project is associated with better understanding of labor market needs in terms of DEC of young professionals, better employment options of university graduates in the area of digital entrepreneurship and greater number of digital startups, as a direct consequence of a educational programs better aligned with the labor market needs.

قدم عشر مؤسسات للتعليم العالي لدى دولة الكويت وحوالي ثمانين مؤسسة تعليمية في صربيا مناهج تجمع بين مواد ريادة الأعمال وتكنولوجيا المعلومات. يتخرج طلابهم ويدخلون سوق العمل وهم يمتلكون مستوى معين من كفاءات ريادة الأعمال الرقمية. المشكلة الحقيقية تكمن في عدم توافرالأدوات والمنهجيات المتاحة التي من شأنها أن تمكن من تقييم المستويات الدقيقة لكفاءة ريادة الأعمال الرقمية التي يكتسبها الطلاب خلال مسار تعليمهم الرسمي .تتجاوزهذه المشكلة دولة الكويت وصربيا ويمكن أن تتواجد في أي دولة أخرى في العالم. سيستخدم هذا المشروع المعرفة الموجودة في مجال التقييم العام للكفاءة الرقمية وريادة الأعمال،والحصيلة المعرفية لممثلي الصناعة والهيئات الحكومية والمهنية لصياغة أداة التقييم المسماة (كفاءات ريادة الأعمال الرقمية) وصياغة المنهجية المناسبة لهذا المشروع. لهذا الغرض ، سيتم استخدام نهج مختلط يجمع بين البحث المكتبي والاستبيانات والتجارب المعملية مع معالجة البيانات النوعية والكمية. والجدير بالذكر أن النتيجة الملموسة والأكثر أهمية لهذا المشروع هي أداة التقييم الرقمية المسماة (كفاءات ريادة الأعمال الرقمية) التي تم تطويرها أيضًا خلال هذا المشروع. وبالتالي فان نتائج هذا المشروع ستمكن مؤسسات التعليم العالي من امكانية قياس نجاح جهودهم التعليمية بشكل أفضل ومواءمة مناهجهم بشكل أفضل نسبةً لاحتياجات سوق العمل الفعلية. بالاضافة الى ذلك، سيكون معهد التعليم العالي قادرًا على الاستجابة بشكل أسرع لاحتياجات السوق وذلك بفضل أداة التقييم المسماة (كفاءات ريادة الأعمال الرقمية) والتي يمكن تحديثها وتطويرها وفقًا للتطورات التكنولوجية. إلى جانب برنامج التعليم العالي، سيؤثر المشروع على الطلاب وسيؤدي الى تحسين كفاءاتهم وبالتالي خيارات التوظيف لديهم. وأخيراً، ستشهد الصناعة وكذلك العلم فوائد هذا المشروع من حيث زيادة عدد الشركات الناشئة الرقمية ونماذج الأعمال الجديدة وتوسيع نطاق البحث في مجالات الكفاءة الأخرى، على التوالي.

Ten higher education institutions (HEI) in Kuwait and around eighty in Serbia provide curriculums which combine entrepreneurial and IT courses. Their students graduate and enter the labor market in possession of some level of digital entrepreneurial competences (DEC). The problem lies in the fact that there are no available tools and methodologies which would enable the assessment of the exact levels of DEC the students acquire during the course of their formal education. This problem goes far beyond Kuwait and Serbia and is applicable to any other country in the world. This project will use the existing knowledge in the area of general digital and entrepreneurial competence assessment, the knowledge of industry representatives, government and professional bodies to formulate the DEC framework and corresponding methodology, using dominantly European competence frameworks as a role model.For that purpose a mixed methods approach will be used combining desk research, surveys, and lab experiments with qualitative and quantitative data processing. The most important and the most tangible result of this project is an online DEC assessment tool which will be based on the corresponding DEC framework, also developed within this project.The project and its results will enable the HEI to better measure the success of their educational efforts and to better align their curriculums with the actual labor market needs. Thanks to the DEC assessment tool, which could be updated and upgraded in accordance with technological advancements, the HEI would be able to react more promptly to market needs. Besides HEI, the project would impact the students and improve their DEC competences and consequently their employability options.
