The role of technology transfer in the enhancement of indegenous manpower: A case study of the State of Kuwait

يعتبر نقل التكنولوجيا في تنمية وتطوير الجهود وخلق كوادر من المواضيع التي لا زالت تحظى باهتمام العديد من متخذي القرار في مختلف القطاعات ولسنوات عديدة قادمة. ويتطلب موضوع نقل التكنولوجيا الفهم والاستيعاب الواضح للعديد من المراحل المتضمنة، ابتداءاً بالمراحل الأولى في تحديد الاحتياجات التكنولوجية، وانتهاء بمرحلة التنفيذ والتقييم. كما يجب الأخذ في الاعتبار بأن نجاح نقل التكنولوجيا لا يعتمد كثيرا على مدى وجود التكنولوجيا، وإنما أيضا على إمكانية انتقاء التكنولوجيا المناسبة. ولقد أشار العديد من الباحثين والمتخصصين في مجال نقل التكنولوجيا إلى أهمية التدريب كإحدى الوسائل الفاعلة التي يمكن من خلالها نقل المعرفة والكيفية إلى الدولة المستفيدة، وبالتالي إمكانية التقليل من الاعتماد على العمالة الخارجية. يهدف هذا البحث إلى التعرض إلى موضوع التدريب كإحدى الوسائل الفاعلة وبالتحديد في القطاع النفطي، حيث سيتم التعرض إلى القوانين أو الاشتراطات التي غالبا ما تتضمنها عقود نقل التكنولوجيا ومحاولة التقليل من تلك الاشتراطات أو المعوقات، وبيان أثرها في إمكانية تحقيق النقل إلى الجهة المستفيدة حتى لا يؤدي إلي الاعتماد على العمالة الخارجية.

The role of technology transfer in the development efforts and in the establishment of a natural capability for assessment, selection, acquisition, adoption and adaptation of foreign technology will cut across many policy areas and development sectors in the years to come. Technology transfer requires complimentary understanding and absorption of its various stages, from inception to completion. Significant industrial changes were evident in the State of Kuwait, particularly in the oil sector and in the economic lifestyle of people. However, the real success of technology transfer depends not so much on the availability of the technology but rather on its infusion into the natural mainstream in building a strong and reliable scientific and technical infrastructure. Training as a vehicle of technology transfer may be an effective and efficient method, if properly managed. Firms must ensure that training clauses are spelled out in detail in technology agreements and local participation must be promoted. Transfer of technology and the building of a local scientific and technical infrastructure and indigenous manpower must be viewed by Kuwaiti decision-makers as complementary and inter-related.
