Comprehensive analytical study of the direct and indirect effects for GATT treaties on insurance market in the State of Kuwait and the GCC countries

أصبح النظام العالمي الجديد بمكوناته ومؤسساته ومفاهيمه وخاصة في المجال الاقتصادي المتمثلة في تلك المفاهيم والنظريات المختلفة لمنظمة التجارة الدولية (WTO)، يترك ظلاله وآثاره تدريجيا بشكل واضح على مختلف القطاعات الاقتصادية وخاصة المالية. مما يتطلب من الدول النامية خاصة، الإعداد الكامل وتهيئة المناخ السليم والأرضية الجيدة لمواكبة هذه التطورات والاستفادة من المزايا وتقليص السلبيات والتكلفة المترتبة على ذلك إلى أدنى حد ممكن. هناك عدة رؤى وتصورات حول انفتاح سوق التأمين في دولة الكويت ودول الخليج، منها الايجابية ومنها السلبية وذلك لخصوصية قطاع التأمين من جانب، وخصوصية اقتصاديات دولة الكويت ودول الخليج من جانب آخر. ومن أهم تلك التداعيات والآثار، شدة المنافسة، والتأثير على الأسعار، والتكاليف، وجودة المنتجات التأمينية، وخروج بعض المؤسسات الوطنية من السوق أو محاولة الاندماج فيما بينها. بناء على ما تقدم، تحاول هذه الدراسة إجراء تحليل وشرح وتنبؤ بالآثار والتداعيات المختلفة لقرارات ونظام منظمة التجارة الدولية (WTO) على سوق التأمين في دولة الكويت بشكل خاص ودول المنطقة بشكل عام، وذلك من خلال دراسة ميدانية وتحليلات للبيانات والمعلومات المستقاة من الاستبيانات المختلفة وباستخدام النماذج الاحصائية مثل التحليل العاملي وتحليل اللوجت والتمايزي، فضلاً عن استخدام نماذج اقتصادية ومالية للنشاط الاقتصادي والمالي لمؤسسات التأمين في دولة الكويت وذلك في سياق نماذج قياسية متطورة، تقيس تلك الآثار الاقتصادية والمالية من جانب، وتتنبأ بها مستقبلاً، ومن ثم استخدام عدة سيناريوات لاستشراف المستقبل والتعرف على السياسات والاستراتيجيات اللازم اعدادها وتنفيذها في الاقتصاد بهذا الشأن.

The new global system with its components and concepts, particularly in the economic field, and theories of the World Trade Organization (WTO) has its effects on different economic sectors, particularly the financial ones. Accordingly, it is imperative that developing countries prepare themselves, provide the suitable atmosphere and good ground to cope with these changes, and to make use of the merits to the farthest possible extent, minimize the demerits and cost resulting from this to the lowest possible limit. There are several viewpoints concerning the opening of the insurance market in the State of Kuwait and the States of the Gulf. Among those effects and results is the severe competition affecting the prices and costs, the quality of insurance services, the disappearance of some national entities from the market. Based on the above, the current study tries to analyze, explain, and predict the different effects and results of the resolutions of the World Trade Organization on the insurance market in Kuwait in particular, and the countries of the area in general. It does this through a field study, and analysis of information derived from different questionnaires, and via the use of statistical forms, such as factor analysis, discriminate analysis, in addition to using financial and economic model for the economic and financial activities of the insurance entities in the State of Kuwait. This is all performed via standard developed forms that measure such economic and financial effects on one side, and therefore utilizing several scenarios for predicting the future, and knowing the policies and strategies necessary to prepare and execute the economy in this context.
