Fields of direct foreign investment opportunities in State of Kuwait

تميزت السنوات الأخيرة بانخفاض معدل الاستثمار المحلي في دولة الكويت إلى الحد الذي لا يكاد يصل فيه هذا المعدل إلى 10 % من الناتج المحلي الإجمالي. ويرجع السبب في ذلك إلى استمرار العجز في الميزانية العامة وتبني السياسات الانكماشية في مواجهة هذا العجز والمحدودية النسبية لمساهمة رأس المال الخاص في تعويض انخفاض الإنفاق الاستثماري الحكومي. ومعروف أن معدل الاستثمار المرتفع يمثل الآلية التي يتمكن من خلالها المجتمع من زيادة قدراته الإنتاجية والتصديرية وقدرته على خلق فرص العمل ونقل التكنولوجيا وتنمية الموارد البشرية. تهدف الدراسة إلى معرفة إن كان تحديد فرص الاستثمار المربحة أمام القطاع الخاص المحلي والأجنبي يمكن أن يؤدي إلى الإسراع بإصدار قانون يتضمن الاستثمار الأجنبي والارتفاع بمعدل الاستثمار المحلي والارتقاء بمعدلات التنمية في المرحلة القادمة، وارتفاع المساهمة النسبية للقطاع الخاص في عمليات التنمية ومجالات تنويع الاقتصاد المحلي وخلق فرص العمل والمساهمة في نقل التكنولوجيا الحديثة وتطويعها للبيئة المحلية.

The study is designed to explain the fields that involve economic and socially feasible investment opportunities for Kuwait, according to the model approved by the World Bank, wherein foreign and local private capital can take part. It also aims at the increase of direct capital flow and its percentage to total investment in the State of Kuwait, polarization of developed technology, benefiting from free trade and the trends of economic globalization in the modern era. Major objectives include determining the investment opportunities where local private sector and international companies take part in the field of consumer articles production; ascertaining the impediments and problems that maintain limited benefit from direct international capital flow and to suggest necessary means to get rid of these impediments; exploring fields of partnership between foreign capital and private sector and participating in the promotion of investment, development and diversification of local economy in the event of the implementation of the available investment opportunities.
