Demand for Medical Care in the State of Kuwait

تقوم هذه الدراسة بمناقشة وتحليل العوامل التي تحدد الطلب على خدمات الرعاية الصحية واستخدامها في دولة الكويت، وقد تم التركيز بشكل خاص على ثلاثة مواضيع مترابطة وهي: معدلات الإصابة بالأمراض في المجتمع، ومدى استخدام الخدمات الصحية في الدولة، ومصروفات الأسرة على خدمات الرعاية الصحية. وقد تمت دراسة مسببات ومحددات كل موضوع من خلال نموذج اقتصادي مناسب. كما تم إجراء التحليل في التقرير الختامي على مرحلتين، ففي المرحلة الأولى تم تجميع البيانات اللازمة لتقديرات النماذج من خلال استبانة موزعة على عينة عشوائية ممثلة للمجتمع تم اختيارها عشوائيا، واما في المرحلة الثانية ولتحديد العوامل المؤثرة في معدلات حدوث الأمراض، وفي استخدام خدمات الرعاية الصحية، وفي مصروفات الأسر على خدمات الرعاية الصحية، فقد تم تقدير نماذج اقتصاد قياسي مناسبة. وتم القيام بعمل اختبارات إحصائية واختبارات اقتصاد قياسي وذلك لتحديد المنهج التحليلي وشكل النماذج. وينتظر ان تساعد نتائج هذه الدراسة متخذي القرار في رسم السياسات الملائمة لتطوير خدمات الرعاية الصحية.

This study investigated determinants of the demand for, and utilization of medical care services (MCS) in Kuwait. In particular, it was focused on three related aspects; namely, morbidity or incidence of illness in the population, utilization of MCS in the country, and households’ out-of-pocket (OOP) expenses on MCS. The determinants of each aspect were studied by estimating appropriate econometric models. The analysis in the final report was conducted in two stages. In the first stage, necessary data for estimating the models were collected by undertaking a survey of the households based on a specially designed questionnaire and a nationally representative and randomly selected sample. In the second stage, to determine the determinants of incidence of illness, utilization of MCS, and households’ OOP expenses on MCS, appropriate regression models were estimated. Before estimating the models, necessary statistical and econometric tests were conducted to determine the analytical approach and forms of the models. The findings of the study are expected to help the national authorities in formulating appropriate policies for the provision of MCS.
