Initiating the Impact Funding Ecosystem: Government Leading the Private Sector Towards Economic Sustainability

"ظھر في الآونة الأخیرة عبر البحوث العلمیة والساحة العملیة ظاھرة التمویل الھادفة للتأثیر وتكمن في الاستثمار بشركات وتمویل مشاریع بھدف
یتعدى العائد المالي أو العائد على الاستثمار ویشمل قیاس العائد على المجتمع والبیئة. وفي الآونة الاخیرة ظھر اھتمام خاص من الباحثین
والعاملین في المجال تجاه الاقتصادیات الناشئة لكن تبین أن البحوث العلمیة تفتقر إلى دراسات تتجھ نحو دول الخلیج وبالأخص دولة الكویت.
ھدف المشروع ھو التحقق من ھذا العلم الجدید ومدى تطبیقھ على الساحة المحلیة. ویكون ذلك اولا من خلال دراسة الساحة الاستثماریة والسیاسات
التمویلیة لدى للحكومة ومن ثم اقتراح آلیھ ونظم لتفعیل وقیاس التمویل الھادف للتأثیر في الدوائر الحكومیة. وعلیھ، أقترح في ھذه الدراسة رسم
وتصمیم قاعدة بیانات لدى الدولة لرصد وقیاس المعلومات من الدوائر الحكومیة ومن ثم دراسة وتحلیل المعلومات لترجمتھا إلى مقترحات بقوانین
وقرارات تحفیزیة لتعزیز التأثیر من خلال التمویل الحكومي. ثانیا: مع تفاوت أسالیب القیاس والمناخ التشریعي والسیاسي في كل دولھ، أحرص
على دراسة التجارب العالمیة الناجحة وكیفیة ترجمتھا إلى تطبیق فعلي بعد الأخذ في الاعتبار واقع التمویل الحكومي والمعوقات المحاطة بذلك. لذا،
تسند الدراسة بأفضل الممارسات وتتبع القواعد العالمیة من منظمات دولیة مثل الشبكة العالمیة للاستثمار الھادف للتأثیر والمؤسسة العالمیة للتمویل."

"It is documented in literature that impact investing/funding benefits arise from investing in companies and projects
with the objective of financial return in addition to social and environmental impact (Harji and Jackson, 2012).Recently,
however, some focus is drawn towards emerging markets and the unexplored ‘impact’ of impact investing/funding The
present literature lacked studies on impact investing in GCC economies1 let alone, the State of Kuwait.
The objective of this project is to examine the current landscape of impact funding in the Kuwait and propose a framework
for government participation. I propose a framework of which government authorities in Kuwait can utilize to ensure
data is captured, assessed and insight drawn towards further policy development and incentive schemes. Second, the
absence of a regulatory, legal and legislative investigation pertaining to the incorporation of impact metrics has partially
hindered government in undertaking more aggressive measures towards impact investing/funding adoption. Evidencebased
policy making research and investigating best practices and initiatives such as the Global Impact Investing
Network (GIIN), Community Interest Company (CIC) in the UK and the International Finance Corporation (IFC) would
be conducted to assess the current and future landscape in relation to regional policy development."
