Kuwait as other developing countries suffers from two main obstacles: the growing number of job hunters and
the state ambition for development. The Public Authority for Applied Education and Training (PAAET), Kuwait
University, and the private Universities annually celebrates the graduation of thousands of Kuwaiti students and
bring them to the labor market; however, the private sector is dominated by foreign labor while Government
sector remains suffering from jobs needed to be fulfilled with expatriates.
Many people are watching this complex equation, while others are discussing it during crises, such as, the lack of
places to accept students in higher education, or the increasing long period for offering jobs to young researchers,
and the career level which is not based on scientific principles. In order to promote cultural development of the
State of Kuwait, it is important to keep up with the scientific developments and to provide a scientific database
and field-documented evidence, based on realistic mechanisms. This study aimed to identify the major reasons
and factors which lead to a harmonization between the graduates from PAAET and the strategic vision of the
State of Kuwait.
This study also discusses the promotion methods, strategies for potential application and development of
graduate skills at PAAET through the curriculum design, to meet the needs of the labor market, in line with the
strategic vision of the State of Kuwait, especially in relation to the private sector. The study will use several ways,
including scientific research, sampling, questionnaires, data collection and analysis.
