Caring for the Affairs of Minors in the Holy Quran and the Sunna As Well As the Efforts of the State of Kuwait in Achieving Them

يُعنى هذا البحث ببيان سمو أحكام الدين الإس امي في موضوع رعاية شؤون القُصَّر فاقدي أهلية التصرف أو ناقصيها. وسيتم تناوله من خ ال مقدمة وتمهيد وفصلين وخاتمة ثم فهرس للمصادر والمراجع. المقدمة: فيها أهمية الموضوع وأسباب اختياره وحدوده ومنهج الباحث، والتمهيد: فيه تعريف القصر وبيان معنى شؤون القصر، والفصل الأول: رعاية شؤون القصر في القرآن والسنة، وفيه مباحث، الأول: الاهتمام بالقاصر في القرآن الكريم والسنة النبوية، والثاني: حق القاصر في الكفالة وواجبات الكفيل، والثالث: حقوق القاصر الشرعية )المالية والتربوية والتعليمية والنفسية والصحية(، والفصل الثاني: جهود دولة الكويت في رعاية شؤون القصر، ثم الخاتمة وفيها أهم النتائج والتوصيات، وأخيراً فهرس المصادر والمراجع. ويهدف هذا البحث إلى: 1. بيان الأحكام الشرعية التي أوجبها الإس ام وحث عليها في رعاية شؤون القصر. 2. بيان إحدى محاسن الإس ام بأسبقية سن التشريعات في وجوب رعاية شؤون هذه الفئة. 3. بيان جهود دولة الكويت –بلد الإنسانية- وإبراز دورها المتميز برعاية شؤون القصر من خ ال سن القوانين والتشريعات وإنشاء المؤسسات المختصة برعاية شؤونهم. كلمات مفتاحية: رعاية - قاصر – يتيم – مجنون – معتوه – الكويت.

This research is concerned with demonstrating loftiness the Rulings of the Islamic religion on the subject of caring for the affairs of minors who are incapable or disqualified. It will be addressed through an introduction, a preface, two chapters and a conclusion, then an index of sources and references. Introduction: it comprises the importance of the subject, the reasons for choosing it, its limits, and the methodology of the researcher; Preface: it comprehends the definition of minors and the meaning of the affairs of minors; First chapter: it involves the Share'i rights of the minor (financial, educational, psychological and health); and Second chapter: covers the efforts of the State of Kuwait in the care of minors. The conclusion and the most important findings and recommendations; and finally, the index of sources and references. This research aims to: 1. Demonstration o of the provisions of Islamic law ordained by Islam and urged them in the care of minors. 2. Demonstrating of one of the virtues of Islam is that legislation should precede the necessity of taking care of the affairs of this group. 3. Demonstrating the efforts of the State of Kuwait - the country of humanity - and highlight its outstanding role in the care of minors through the enactment of laws and legislation as well as the establishment of institutions competent in the care of their affairs.
