Development of a Strategy for the Exploitation of Renewable Energy Resources for the State of Kuwait

يعتبر الحفاظ على مصادر الطاقة وإدارة هذه المصادر بكفاءة من الأمور التي لا غنى عنها لدعم النمو الاقتصادي والحفاظ على مستوى معيشة مرتفع ضمن القيود المالية والبيئية السائدة. ومن الضروري عند وضع خطط اقتصادية تنموية طويلة المدى، إجراء تقييم نقدي لوضع القطاعات المزودة والمستهلكة للطاقة في الدولة. وإذا أخذنا في الاعتبار وضع الطاقة وتأثيرها السلبي على البيئة في الكويت، يتبين أن هناك حاجة ماسة لتطوير استراتيجية لاستغلال مصادر الطاقة المتجددة للبلاد. والأسباب التي تدفع إلى وضع مثل هذه الاستراتيجية تعود إلى أربعة أمور تهم الكويت على المستوى الوطني وهي: (أ) التمكن من تلبية الطلب على الطاقة في أي وقت، وبالأخص خلال ذروة الطلب في فصل الصيف باستخدام الوسائل والتقنيات الأكثر جدوى اقتصادياً، (ب) تقليص الاعتماد على مصادر الوقود الأحفوري في إنتاج الكهرباء وتحلية المياه، (ج) تقليص الانبعاثات البيئية الناجمة عن توليد الطاقة الكهربائية وتحلية المياه، وعمليات إنتاج وتكرير النفط، وتلبية متطلبات الالتزامات المحلية أو الدولية فيما يتعلق بموضوع الحد من الانبعاثات، (د) الحفاظ على الاستقلالية بالنسبة لإمدادات الطاقة. في المقام الأول تهدف هذه الدراسة المقترحة للتأكد من قدرة الكويت على تلبية احتياجاتها المستقبلية من الطاقة، بالاستفادة من توجهات التطورات التكنولوجية العالمية في مجال الطاقة؛ كما تهدف الدراسة لإعادة تكريس موقع الكويت دولةً رائدة في منطقة الخليج في مجال تطبيقات الطاقة البديلة. ومن المتوقع أن تتمكن الكويت من تقليص اعتمادها على مصادر الوقود الأحفوري عن طريق إدخال تكنولوجيات مستجدة واعدة لاستغلال الطاقات المتجددة لتلبية احتياجات الدولة من الطاقة والماء حتى عام 2030. وتهدف الدراسة أيضا لوضع خطط وطنية لتطوير العمالة الوطنية والصناعات ذات العلاقة المطلوبة لدعم تطبيقات استغلال موارد الطاقة المتجددة، إضافة إلى إعداد خطة للاستثمارات المطلوبة في مجال التكنولوجيات المبتكرة والواعدة في مجالات الطاقة المتجددة.

Efficient management and conservation of energy resources are indispensable for enhancing economic growth and maintaining high quality standard of living under the existing financial and environmental constraints. In drafting long-term economic development plans, energy supply and demand sectors for a nation have to be assessed critically. Taking into consideration the status of energy and its impact on environment in Kuwait, there is an urgent need to develop a renewable energy strategy for the country. The rationale for formulating such a strategy stems from four national concerns, namely: (a) meeting the energy demand at all times, particularly during peak demand period in summer seasons, with the most cost effective means and technologies; (b) reducing the energy and water supply dependence on fossil fuel resources; (c) reducing environmental emissions from power and production and possibly refinery processes, and meeting national and international obligations regarding emissions mitigation standards; and (d) maintaining energy independence., The main goal of this proposed study is to ensure that Kuwait meets its future energy and freshwater requirements utilizing the latest international trends in energy-related technologies and to re-establish Kuwait’s leading position in the region as a pioneer promoter of renewable energy applications. This envisages reducing Kuwait’s dependence on fossil fuels by introducing promising technologies that are based on renewable energy resources to meet Kuwait energy and freshwater needs up to 2030. The scope of the study will include preparing national plans for developing national manpower and related industries that are required to support the application of renewable energy resources, as well as a plan for the required investments in innovative technologies related to renewable energy.
