Analysis of Methods for Evaluation of the Impact of Voluntary Programs on Social Development in the State of Kuwait

تشير الدراسات إلى أن جمعيات النفع العام، ومؤسسات العمل التطوعي يمكن أن تلعب دور الشريك الفاعل للحكومات في مضمار التنمية الاجتماعية، وأن القدرة على التحرك السريع، والسرعة في اتخاذ القرار، والبُعد عن الروتين والبيروقراطية، وهذه تعد من أهم الخصائص التي يتميز بها القطاع التطوعي، مما يجعل جمعيات النفع العام هي المرشح الأول للقيام بالدور التنموي المطلوب. وستتبع الدراسة المنهج الاستقرائي الذي يبدأ بالجزيئات ليصل إلى قوانين ومؤشرات عامة، ويعتمد على التحقق بالملاحظة المنظمة لتأثير برامج وأنشطة جمعيات النفع العام بإحدى الطريقتين التاليتين: أولاً: اختيار مدى التغيير الاجتماعي بمقارنة الشواهد والدلائل قبل البرنامج وبعده، ثانياً: بمقارنة مجتمعين متقاربين أحدهما أجري فيه النشاط والآخر لم يتم به هذا النشاط. وستستند الدراسة إلى أسلوب المسح الميداني حيث بمختلف وسائل وطرق جمع البيانات من استبيانات أو استطلاعات للرأي، وبطاقات مقابلات مقننة ومقترحة، ولقاءات ومجموعات تركيز ودراسات الحالة التي تنصب على دراسة وحدة معينة فرداً كان أو وحدة اجتماعية. كما تهدف الدراسة إلى الكشف عن مدى ما تحقق من نتائج مجهودات جمعيات النفع العام في التنمية المجتمعية بالكويت من خلال تحليل وتقييم طرق البرامج التطوعية ودراسة مقارنة لأنسب الطرق وتأثيرها على التنمية المجتمعية.

The participation of citizens in societal development through voluntary organizations became a necessity imposed by the status quo. The State alone became incapable of meeting the demands of social development. Therefore, societal participation became mandatory under the world new regime. Studies show that public service societies and voluntary-work institutions can play the role of active partners to governments in societal development. The presented study focused on the measurement of the efficiency of the activities and programmes carried out by public service societies in Kuwait in fulfilling their targeted aims and purposes, particularly if this aim is related to societal development. The study resulted in a data – base for the most prominent programmes and/or activities targeting societal development in Kuwait. Classification of these activities and programmes and comparative study of evaluation methods resulted in establishing a model method for evaluating of the impact of voluntary programmes on societal development in Kuwait.
