The 2020 Coronavirus Outbreak and Global Growth and Trade Collapse: Impact on Kuwait’s Overall Economy and Society, Its Sectors and Business-level Firms and Vital Fiscal Recovery Plan

تهدف هذه الدراسة الى تحليل التأثير الانكماشي المزدوج لجائحه كورونا وانهيار أسعار النفط في الأسواق العالمية عى التكاليف الصحية الي جانب الاثار علي الاقتصاد الكويتي وعى توظيف العمالة الكويتية وغير الكويتية فض ا عن تأثيرها علي المنشآت الاقتصادية سيما في القطاع الخاص. ويستغرق الفراغ منها حوالي خمسة أشهر ويقوم فريق العمل بأعداد تقارير اسبوعيه وشهريه تلبيه لاحتياجات متخذ القرار في توفير المعلومات والبيانات والتحاليل اللازمة بالسرعة الممكنة مع المحافظة عى جوده المخرجات البحثية وابتكارات الباحثين المتخصصين في هذه الدراسة. وتقوم الدراسة بإعداد تقريرين بواقع تقرير كل شهرين فض ا عن التقرير النهائي وتتناول التقارير تحليل الاثار الاقتصادية علي الاقتصاد الكلي وتبعا للقطاع والمنشآت الاقتصادية شاملة التحديات التي تجابه قادة الاعمال الي جانب أوضاع العمالة الكويتية وتأثيرات الركود الاقتصادي عليها. كما تركز الدراسة علي التأثير علي المنشآت الصغيرة والمتوسطة وتعني بمساعده متخذ القرار علي وضع تصور اقتصادي عن مستلزمات الارتقاء بالاقتصاد ومنشاته الاقتصادية وتحسين معدلات الإنتاجية والابتكار بما يكفل تخليص الاقتصاد الكويتي من براثن الإصابات الوبائية وتردي الأوضاع الاقتصادية وبما يساعد علي التعافي الصحي التام ومعاودة الاقتصاد لمسيرة النماء والتقد.

The proposed study aims to analyze the double whammy effect of coronavirus epidemic and collapse in international oil prices on the health costs and the enormous disruptive costs on the Kuwaiti economy. Costing KD 108,500 and lasting five months from commencement to completion, the study deploys the fast track deliverables by producing two bimonthly reports, and a final cumulative report. Its fast-tracked deliverables are produced while the study maintains strict timeliness and highquality deliverables and research standards. The study deploys a suite of models to assess the severity and impact of the 2020 recession, its duration and damages it inflicts on the overall Kuwaiti economy, its labor market, employment of Kuwaitis especially in the private sector and on business establishments, including SMEs. As well, the study provides requisite support to policy by articulating issues pertinent to the transforming the economy to sustainable path driven by productivity, and innovations that are requisite for putting the economy back on the tracks of productivity, growth, and sustainability.
