Feasibility Study of Privatizing some of "Kuwait Ports Authority" Activities

استهدف البحث دراسة جدوى إنشاء عدة شركات خاصة لإدارة بعض الأعمال والخدمات التي تقدمها مؤسسة الموانئ الكويتية، وذلك بالتركيز على ثلاثة أنشطة هي صيانة كرينات الحاويات بميناء الشويخ، وإدارة احتياجات السفن الصغيرة والتخزين في ميناء الدوحة، وإدارة العمليات البحرية في ميناء الشعيبة. بالإضافة الى دراسة الجوانب الفنية والسوقية والمهنية والإدارية والجوانب المالية لخدمات الأنشطة المقترحة وسبل زيادة كفاءتها. وكذلك دراسة العوائق الحقيقية التي قد تتناقض مع توجهات المؤسسة لتخصيصها.وقد شملت الدراسة مسحاً أولياً لثلاثة أنشطة مختلفة وكان لكل نشاط استنتاج خاص به. وقد تبين ان نشاط مناولة الحاويات مرتفع الى الحد الذي يتوقع ان يصل الى 2.54 مليون دينار كويتي عام 98/1999، ولهذا فالدلائل الأولية التي تشير إليها السيناريوهات التي استندت عليها الدراسة ان النشاط مجدي مالياً لعملية الخصخصة وان كان هناك عائق فهو محدودية النشاط سواء بطبيعته او بالعمالة الكويتية فيه. وكان من السهل جداً تحويل نشاط المناولة من الباخرة الى الرصيف الى المقاول الذي يقوم حاليا بتكملة عملية المناولة من الرصيف للمخزن. وخصخصة هذا النشاط فقط وان كان مجدي مالياً، إلا ان واقعه هو نقل إيرادات من الدولة الى الشركة من جانب، ولا يحقق عائد اقتصادي للدولة لضآلة عدد عمالته الوطنية ولا أي وفورات أخرى عامة وليست له رؤية في هذا الاتجاه في المستقبل.

A general survey of three specific operations in Shuaiba, Doha and Shuwaikh ports was to study the feasibility of privatising some of Kuwait’s ports activities. Methodology of survey included review of financial data and documents, interviews, and verification of available information. Preliminary results of the study showed non-feasibility of privatising the Handling and Crane Maintenance Sections due to certain considerations. The feasibility level for privatising the remaining two projects varied. With some projections on the future, the final results were, however, in favour of proceeding with the privatisation process within special support conditions related to each project. The study in brief was based on a group of general principles: first, the democratic decision of privatisation; second, the availability of a reasonable percentage of Kuwaiti employees desiring privatisation to accomplish economic and social outcome of the project; third, maintaining relative justice in distributing the dangers and benefits between the project and public sector; fourth, creating incentives, taking into consideration that the public support is not lasting and that it should be gradually decreased until discontinued; fifth, offering an example that can be propagated as an experiment in more than one location in the public sector.
