National Labor Study of Kuwaiti Industrial Sector: The Reality and Challenge

تتمثل الأهداف الرئيسية للدراسة في تسليط الضوء على واقع العمالة الوطنية لدى المؤسسات والشركات الصناعية الكويتية، وتقصي جميع السبل الكفيلة بتنميتها وزيادة أعدادها، وذلك من خلال وسائل الجذب المختلفة، ورفع قدرة القطاع الصناعي الكويتي على استيعابها، وجمع وتحليل المعلومات عن الوظائف والعمالة، ووضع التوصيات والمقترحات لتشجيع وجذب الشباب الكويتي للعمل في القطاع الصناعي، وتحديد المعوقات التي تعيق عملية تعيين العمالة الوطنية ومعرفة أسباب صعوبة استقطابها للعمل في المصانع، إضافة إلى توضيح جدوى ومدى إمكانية زيادة نسبة العمالة الوطنية لدى المصانع في الوقت الراهن، ومدى قدرة تلك المنشآت على استيعابها، وبيان إمكانية تعديل نسبة توظيف العمالة الوطنية لديها من نسبة ثابتة ( 2 %) إلى نسبة متغيرة وفقا ً للمهن الرئيسية المبينة في القرار رقم 1104 لسنة 2008 بشأن تحديد نسب العمالة الوطنية لدى الجهات غير الحكومية

The main objectives of this study is to explore the rcality of national labors at Kuwaiti industrial companies and institutions, besides finding ways to increase the number of these labors through numerous incentives methods, the improvement of the Kuwaiti industrial sector`s ability for hiring them. for this endeavor collection and analysis of the information related to jobs and labors has been performed, as well as recommendations and proposals to encourage and attract the Kuwaiti youths to work at factories, beside determining the obstacles that encounter hiring national labors and the difficulties faces recruitment them. Also clarifying the feasibility of increasing the percentage of national labors in factories at the current time and the ability of these factories to absorb them. Moreover clarifying the practicability of obligating the factories to change the percentage of national labor from fixed percentages to a variable percentage according to the main professions demonstrated at the decree number *1104 for the year 2008 for determining the national labor percentage at the nongovermental entities"
