The Existing Situation for Land Transport Sector in the State of Kuwait : Obstacles and Challenges- Suggestions- Support and Development

قدمت الدراسة تقييما شاملا للوضع الراهن لقطاعي النقل البري المحلي والدولي (لنقل الركاب والبضائع) في دولة الكويت ودور الاتحاد الكويتي للنقل البري في ذلك حيث تم وصف كامل لخصائص ومكونات نظام النقل البري والطلب الحالي من حيث نقل الركاب والبضائع الداخلي والخارجي وكذلك استعراض للوائح والقوانين التي تحكم سوق النقل البري ودور كل من الوزارات والهيئات المسؤولة عن تنظيم النقل البري، كما تم تحديد وتشخيص المعوقات والتحديات والمشاكل التي تواجه قطاع النقل البري بصفة عامة والاتحاد الكويتي للنقل البري بصفة خاصة. كما وضعت الدراسة بعض التصورات حول الطلب المستقبلي على خدمات النقل البري من حيث العوامل الاقتصادية والاجتماعية والسياسات الإصلاحية الداخلية وكذلك التطورات الإقليمية في المنطقة. وللتغلب على المعوقات والمشاكل التي تواجه القطاع وضعت الدراسة بعض المقترحات والتوصيات والاستراتيجيات لتطوير قطاع النقل البري وكذلك مقترحات خاصة بتطوير وتفعيل أعمال وأنشطة الاتحاد الكويتي للنقل البري. وختمت الدراسة بوضع منهجية علمية مقترحة لدراسة نظام النقل بجميع أنواعه البري والبحري والجوي. وتشمل هذه المنهجية الخطوات الأساسية لتخطيط وتحليل نظم النقل. ووضعت هذه المنهجية المتكاملة على هيئة نظام دعم قرارات لتحليل نظم النقل يساعد متخذي القرارات لنظم النقل على اتخاذ القرار السليم المبني وفق طرق علمية مما يساعد على حل كثير من مشاكل النقل المعقدة بطريقة علمية والتي من الصعب جدا حلها بالطرق التقليدية.

In this study a comprehensive evaluation is performed to the existing local and international land transport sector for passengers and goods in the State of Kuwait. Moreover, the role of the Kuwaiti Union for Land Transport is illustrated and highlighted. The study also provides a complete description of the characteristics and the constituents of the land transport system in Kuwait. Moreover, the existing demands for local and international passengers and goods transport in given in details. The regulations, rules and legislations that control the land transport market and the role of the ministries and authorities that are responsible for organizing the land transport are browsed. Many of the obstacles, challenges and problems that face the land transport sector in general and Kuwaiti Union for Land transport specially are investigated and analysed. The study provides prediction for future demand based on future changes in the local economic and social factors, and local political reforms in addition to the regional developments. To overcome the obstacles and problems that face the land transport sector, the study provides some suggestions, recommendations and strategies that may be used to promote the land transport sector. It also gave some particular suggestions that can help in the development and implementation of the Kuwaiti Union for Land Transport activities and duties. Finally, the study proposed a new scientific methodology to study the Kuwaiti land, sea and air transport systems. This methodology includes the main steps for transportation planning and transportation system analysis. This methodology can be formulated as a decision support system that helps the transport system decision makers to the right decision based on a scientific approach to solve many complicated transport problem that are very hard to solve by the traditional approaches.
