Assessment of the Resilience of the State of Kuwait to the COVID-19 Pandemic and Its Cascading Effects

يهدف هذا البحث الى دراسة وتقييم الاثار والتداعيات لفايروس كورونا المستجد عى مختلف القطاعات المدنية في دوله الكويت. حيث لا ينحصر خطر فايروس كورونا المستجد عى النواحي الصحية فقط، بل تتعدى خطورته لتهدد الحياة الاجتماعية والاقتصادية للدولة. ومع تفشي جائحه كوفيد – 19 أصبح من الضروري فهم ابعاد المشكلة وتداعياتها المتعاقبة وطرق الاستجابة الجماعية لمختلف القطاعات المدنية في الدولة لمواجهتها. وسعيا لتحقيق هذا الهدف فقد تم من خ ال هذا المشروع جمع البيانات والمعلومات من مختلف القطاعات المدنية مثل (الاشغال العامة والرعاية الصحية والنقل والطاقة)في دوله الكويت لتقييم الوضع الحالي والتداعيات المتعاقب ة للجائحة. تم جمع هذه البيانات والمعلومات من خ ال المقاب ات الافتراضي ة مع المسؤولين ومن خ ال الإجابة عى الاستبيانات الإلكترونية بالإضاف ة الى مراجعه التقارير الرسمية والوثائق الإخبارية. ركزت عمليه جمع البيانات عى ثلاثة عناصر محدده: ١- توثيق الاضطرابات في عمليات القطاعات المدنية المختلفة، ٢- تحليل البيانات من خ ال رسم شبكات العلاقات الداخلي ة بين الجهات وردود افعالها الجماعية للحد من ضرر الجائحة، ٣-تحديد الاستراتيجيات المناسبة لزيادة مرونة القطاعات المدنية في مواجهه الأوبئة لتقليل اثارها وتداعياتها المتعاقبة. تم تحليل البيانات التي تم جمعها باستخدام الخرائط الذهنية بالإضافة للتحلي ات الإحصائية. تساعد نتائج هذا البحث في تحسين سبل الاستجابة والتعافي من الاضطرابات التي تحدث في القطاعات المدنية بسبب الكوارث الصحية مثل جائح ة "كوفيد- 19 " من أجل الحد من الآثار المجتمعية والاقتصادية القصيرة والطويلة الأجل المترتبة عى الوباء .بالإضافة إلى ذلك، تقدم النتائج أيضا رؤى مهمة بشأن الاستراتيجيات الهادفة إلى تعزيز قدرة دولة الكويت عى الصمود أمام الأزمات الصحية.

The objective of this research was to examine the cascading effects of COVID-19 on various urban sectors in the State of Kuwait. COVID-19 has had tremendous impacts, and its spread has become a major social and economic threat in Kuwait. A critical aspect of effectively dealing with epidemics is understanding the cascading effects of the pandemics and the collective response of various urban sectors. In pursuit of this goal, this project collected information from various organizations across different urban sectors (e.g., Information and Communication Technology, healthcare, transportation, and energy) in the State of Kuwait to empirically examine cascading effects and collective response to the COVID-19 pandemics. This information was gathered through web/phone interviews, online survey, as well as a review of secondary documents (news articles and official reports). The information collection was focused on three specific elements as follows: (1) documenting disruptions in operations of different urban sectors; (2) mapping interorganizational communication networks and collective response; and (3) revealing resilience strategies to better deal with and recover from the pandemic impacts. This collected information was analyzed using mind map analysis and statistical data analysis. The results of this research generated ways to better respond and recover from disruptions in urban sectors caused by COVID-19 pandemics in order to reduce the short- and long-term societal and economic impacts of the pandemic. In addition, the results also would provide important insights regarding strategies to enhance the resilience of Kuwait to health crises such as COVID-19 pandemic. The outcomes of this research can help decision makers in the country to be more resilient to epidemic emergencies.
