Selecting Alternative Policies To Support SMEs In The Struggle Due To COVID-19

أخذ فيروس كورونا COVID19 العالم عى حين غرة وجمد الحياة والأعمال والانتاج بطريقة غير مسبوقة، وب ا شك سيكون له تأثير سلبي بالغ عى الاقتصاد العالمي. خبراء شركة ماكينزي أكدوا عى أهمية حفظ الأرواح والحياة المعيشية للناس ) Smit et al., 2020 (. لا شك أن دول مجلس التعاون الخليجي تتمتع بالوفرة المالية التي تمكنها من مواجهة الجانب الصحي لهذه الأزمة. لكن يظل الجانب الاقتصادي وعى وجه الخصوص أداء الشركات المتوسطة والصغيرة هو التحدي الأكبر عى المدى المتوسط والبعيد إلا في حال توفر مجموعة حوافز بشكل عاجل. قامت معظم دول مجلس التعاون الخليجي ومن ضمنها الكويت بتخصيص حزم مالية ضخمة لمواجهة هذه الجائحة بشقيها الصحي والاقتصادي، لكن آليات التطبيق مازالت بحاجة إلى تطوير وخصوصاً المتعلقة بالشركات الصغيرة والمتوسطة الحجم. يهدف هذا المشروع إلى دعم متخذي القرار في حكومة الكويت من خ ال تطوير شجرة قرار تعتمد عى منهجية شفافة في التقييم لاختيار البرنامج التحفيزي المناسب لكل حالة )مثل منحة، قرض، دعم فني الخ( حسب القطاع المتضرر، نمو الشركة، قدراتها الابتكارية، أهمية القطاع العنقودي، القيمة المستقبلية، وأمور أخرى. وبالتالي يتم تمكين هذه الشركات وتحصينها لتصمد في هذا الوقت الصعب. تم تصميم هذا المشروع استجابة لمبادرة مؤسسة التقدم العلمي من خ ال الدورة الاستثنائية لاستقبال مقترحات أبحاث حول تداعيات وباء كورونا المستجد فيما يتعلق بتطوير برامج تخدم قطاع الشركات الصغيرة والمتوسطة الحجم في الكويت. لتحقيق هذا الهدف، ستعتمد الدراسة عى منهجية استكشافية وميدانية محددة لتقييم الوضع الحالي للشركات الصغيرة والمتوسطة من خ ال البينات المتوفرة من مسوحات المنشآت ودراسة مقارنة لتوثيق التجارب الدولية السابقة والحالية. وتشتمل الدراسة عى البحث الميداني والذي سيتضمن مجموعات مركزة ومقاب ات هاتفية مع أهم الجهات المعنية ومن ضمنها مدراء تنفيذيين ومالكين للشركات الصغيرة والمتوسطة لتقييم أثر الأزمة عليهم ورايهم في الحلول الممكنة.

The COVID-19 virus has taken the world in a storm. It has frozen life and businesses in unprecedented way and it is going to have great impact on the global economy McKinsey & Company has empathized the need to protect lives and livelihood (Smit et al., 2020). GCC countries are in an advantageous position in terms of availability of financial resources to fight the crisis, at least in the medical sense. However, the long term economic impact will be immense if not parallel stimulus packages are enacted swiftly. Most GCC countries, including Kuwait, have allocated a generous budget for this, but effective implementation mechanisms still need to be designed. In particular, the different policies and programs to support and sustain SMEs. The aim of this project is to support decision makers in Kuwait’s government in their efforts to stabilize the economy, particularly SMEs survival, by developing a decision tree system utilizing a transparent scoring model to qualify SMEs for different supporting measures (e.g. grants, loans, technical support, etc.) based on specific criteria such as sectors most affected, firm’s growth, innovation, important cluster, future value, and others. This will eventually help SMEs to become more resilient in surviving this difficult time. This objective has been designed to address KFAS specific call for proposal to develop approaches to support SMEs. To address this objective, exploratory and empirical approaches will be utilized in this study to be able to evaluate the current situation of SMEs using the analysis of the establishments survey data and benchmark exercise for past and current international practices. Empirically, a virtual focus groups with key stakeholders will be conducted and focused survey using phone interviews with selected SMEs CEOs/owners will be designed to explore the depth of the problem, its impact and possible solutions.
