The Perceptions of the Private Sector Administrators regarding Strategic Planning and its relation to Citizens recruitment

مجال هذا المشروع هو الإدارة بمؤسسات القطاع الخاص بدولة الكويت وذلك من حيث مفهوم التخطيط الاستراتيجي لدى القائمين، وأثر هذا الفهم على موقفهم من سياسة الحكومة المتعلقة بتشجيع القطاع الخاص كمجال لجذب الكوادر الوطنية للعمل فيه. وسوف تجري الدراسة على عينة قوامها 200 مفردة من القائمين على الإدارة بمؤسسات القطاع الخاص المدرجة في بورصة الكويت للأوراق المالية، وتعتمد الدراسة على مقياس تتوافر فيه معايير الصدق والثبات حسب الضوابط العلمية المتعارف عليها وينطلق هذا المشروع من خلفية نظرية للتخطيط الاستراتيجي تلك الخلفية التي تمثلها نماذج أثبتت كفاءة عالية في التطوير التنظيمي من الجوانب المختلفة مثل نموذج Steiner متعدد المراحل والأبعاد، ونموذج Anthony الذي يربط التخطيط الاستراتيجي بمستويات رقابية. ومشروع الدراسة الحالي يطوع هذه النماذج النظرية للواقع الكويتي مرتكزاً على ما أجمعت عليه الجهود العلمية المنظمة المعنية بالتنمية البشرية بدولة الكويت والتي تؤكد على ضرورة إتباع منهج متطور لتخطيط القوى العاملة بحيث تصبح جزءاً من التخطيط الكلي من خلال مهام أساسية يتمثل أهمها في السعي لتحقيق التنمية البشرية الشاملة من خلال الاستفادة القصوى بثمار الثورة العلمية والتكنولوجية في تنمية العاملين وتبني سياسات فاعلة للارتقاء بإنتاجية الفرد في مختلف المجالات، هذا بالإضافة إلى تحديد الآليات الضرورية لزيادة توجه العمالة الوطنية للقطاع الخاص، وفي الوقت نفسه العمل على زيادة اعتماد هذا القطاع على الكوادر الوطنية.

The goal of the study is to shed light on the opportunities and challenges of the private sector. To attain these goals, the following criteria needs to be met; discover the right and wrong perceptions of strategic planning; strategic planning according to the administrators in the government sector, explore the attitudes of the private sector influenced by the government's policies which encourage this movement; provide an explanation of the attitudes of the private sector towards the government's policies within the understanding of strategic planning, and to recognize the demographic and professional variables related to the private sector. These variables are recognized as effective variables in understanding strategic planning and to identify attitudes towards the government's policies which encourage citizens to join the private sector. The study will implement a standardized questionnaire which will be administered to a randomly drawn sample of 200 (N-200) individuals, employed by the private sector and holding high administrative positions. The results of this study would enhance the level of understanding among administrators in strategic planning in the private sector and consequently shed light on the other variables and mechanisms besides the economic consideration towards Kuwaitization. This study will be very useful for administrators and strategic planners alike who are interested in manpower planning and escalating the percentage of locals employed by the private sector in Kuwait
