Study the phenomenon of partial pension exchange within the social insurance framework in the State of Kuwait.

يعتبر نظام استبدال المعاش من الاسهامات التي تقدمها المؤسسة العامة للتأمينات الاجتماعية في تحقيق رغبات عامة المؤمن عليهم في الحصول على استبدال جزء من المعاش التقاعدي لتحقيق منافع لهم بشكل خاص، ولكنه لا يُعد من الحقوق التأمينية التي كفلها المشرّع في تشريعات التأمينات الاجتماعية في دولة الكويت. وقد كان من الضروري إعادة النظر في تشريعات التأمينات الاجتماعية الخاصة باستبدال المعاش حتى يكون هناك نوع من التوازن بين من هم داخل قوة العمل ومن هم خارج قوة العمل للحفاظ على العماله الوطنية ذات الكفاءة والخبرة لتحقيق البناء والتنمية والمحافظة على التركيبة السكانية في المجتمع والحد من ظاهرة التقاعد المبكر. كما يهدف هذا البحث إلى استخدام طرق الإحصاء الوصفي والاستدلالي في دراسة ظاهرة استبدال المعاش في ظل نظام التأمينات الاجتماعية بدولة الكويت وذلك للوقوف على الأسباب وطرق العلاج تمهيداً لتحقيق الاستقرار المنشود للعماله الوطنية. ولتحقيق هذا الهدف سيتم تناول هذه الظاهرة من كافة جوانبها التأمينية والاكتوارية لتحقيق مزيد من الأمن الاجتماعي والوظيفي لجمهور المؤمن عليهم.

Kuwait's social insurance organization has established a partial pension exchange policy to enable the insured of leading a decent life within reasonable standards. The social insurance organization has the right to cancel or continue the partial pension exchange for anyone insured whenever the organization has no sufficient budget or fund to pay the liabilities or if there exists any conflict with public interest. The objective of this research is to use the quantitative and statistical techniques to study the phenomenon of partial pension exchange within the social insurance framework in Kuwait in order to attribute the causes to such a problem and try to propose different ways for reasonable solutions so as to reach stability in the domestic labor force and the social security.
