Technical Workforce in the State of Kuwait

واجه الاقتصاد الكويتي العديد من الصدمات والاهتزازات خلال الأربعين عاماً الماضية وذلك بسبب التطورات السياسية بالمنطقة، بينما لعب أهل الكويت تاريخياً دوراً رئيساً في منطقة الخليج العربي. إلا أن التطور التقني ووسائل الاتصال أعطت موقعاً قيادياً لتلك المدن المتطورة تقنياً مثل إمارة دبي. ومن هنا نقول بأن الاهتمام بتقنية وأنظمة المعلومات تتيح الفرصة، إن استغلت بشكل جيد، لتحسين الوضع الإقتصادي للدولة وخصوصاً مع هذا الكم الكبير من التنافس الدولي من قبل المؤسسات الخاصة والأنظمة الحكومية. في هذا السياق، تعتبر العمالة التقنية والمدربة على استخدام التطور التكنولوجي من أكثر المواضيع حساسية وضرورة لاستكمال مشروع التنمية. إلا أن الوضع الحالي للعمالة التقنية غير واضح والسبب يعود إلى شح الدراسات في هذا الجانب. فالدراسات الرسمية التي تقوم بها وزارة التخطيط والتي تسلط الضوء على العمالة هي دراسات إحصائية دورية (شهرية، فصلية، سنوية) لا تفي باحتياجات متخذي القرار والمحللين والمنظّرين الاقتصاديين في الدولة. من هنا دعت الحاجة إلى هذه النوعية من الدراسات، فالدراسة الحالية ستقوم بالكشف عن الوضع الحالي لنوعية العمالة المتوفرة في السوق المحلي واحتياجات الدولة بقطاعيها العام والخاص من العمالة المدربة. وبناء على ذلك يمكن للدراسة أن توفر للمسئولين البنية النظرية العلمية لأي قرار يُتخذ في المستقبل للتغلب على هذه المعضلة والتي قد تكون من خلال وضع برامج تدريبية، أكاديمية (تعليمية في المدارس)، بعثات إلى الخارج، أو استقدام عمالة أجنبية من الخارج.

Kuwait's economy faced a number of shocks during its 40 years of performance. Most of the negative effects were due to the political developments in the region. Moreover, Kuwait's economy historically used to play the core role in the Gulf region. However, with the advancements of technology and communication, it progressively gives its leading position to new technologically-developed cities such as Dubai. Thus, the technical restructuring of the economy is a must to compete in the new era and to overcome the downgraded economy performance as a result of the years of political unrest in the region during the last two decades. An important part of the information systems/information technology tools of the economy is the workforce that will develop and use such a facility. The difficulty that is facing the scholars as well as the economists is to fully understand the structure of the workforce. The Ministry of Planning in the State of Kuwait is considered to be the official department to study the society and its related economical figures. Although this is true, the publications of this agency lack the ability to give clear picture of this sector or the workforce. This study, therefore, takes the initiative to study the technical workforce. The study will show the demographic representations, wage differences, categorical job assignments, and future research questions that will help further studies to be explored. The study will also inform scholars about the difficulties and shortcomings, if any, that the economy is facing within this sector of labor and, accordingly, propose recommendations for enhancing and improving performance levels.
