Requirements for digital transformation and distance training to develop training centers and departments in the State of Kuwait in light of the COVID-19 pandemic

ملخص المشروع باللغة العربية: يهدف مشروع الدراسة إلي التعرف على متطلبات التحول الرقمي والتدريب عن بعد لمراكز وإدارات التدريب في ضوء جائحة كوفيد-19 في دولة الكويت من وجهة نظر القائمين على العملية التدريبية في هذه المراكز، بالإضافة إلي تحليل الوثائق والدراسات الداعمة والمتعلقة بالموضوع، وسيتم اختيار (60) مركزاً من مراكز وادارات التدريب بدولة الكويت مقسمة إلي مجموعتين، المجموعة الأولي مكونة من (30) مركز تدريب حكومي، والمجموعة الثانية مكونة من (30) مركز تدريب خاص، وسيتم التعرف علي خصائص هذه المراكز من حيث توفر متطلبات التحول الرقمي والتدريب عن بعد بها، وسيتم أخذ عينة من القائمين في هذه المراكز للتعرف على وجهة نظرهم في متطلبات التحول الرقمي والتدريب عن بعد، وستعتمد هذه الدراسة على المنهج المختلط الذي يجمع بين الوصفي النوعي والمنهج الكمي، والذي يمكن عن طريقه الحصول على بيانات أقرب إلى الواقع للتعرف على واقع متطلبات التحول الرقمي والتدريب عن بعد لتطوير مراكز وإدارات التدريب بدولة الكويت في ضوء جائحة كوفيد-19، ويتم ذلك من خلال تطبيق الاستبيانات وتحليل محتوى مجموعة من الوثائق والدراسات الداعمة والمتعلقة بالموضوع، ومن المتوقع أن تظهر نتائج الدراسة ما يلي: تحديد وجهات نظر القائمين على العملية التدريبية في المؤسسات الحكومية تجاه متطلبات تطبيق وإدارة التحول الرقمي لأنظمة التعلم والتدريب عن بعد؛ والوقوف على نتائج مجموعة من الدراسات التي تناولت موضوع الدراسة في بيئات عملة متنوعة لدول مختلفة؛ والتعرف على أهم الوسائل البديلة للطرق العادية للتدريب والتطوير الإداري العادي للعاملين في المؤسسات الحكومية الكويتية؛ وتحديد الأنظمة الإلكترونية والذكية الممكن استخدامها للتدريب والتطوير الإداري عن بعد للعاملين في المؤسسات الحكومية الكويتية؛ وتحديد منظومة عملية تتضمن مجموعة من الخطوات لتبنى أنظمة التدريب عن بعد للعاملين في المؤسسات الحكومية الكويتية؛ وعرض الدراسات السابقة وتحليل المحتوي، وتقديم توصيات ورؤي ودراسات مستقبلية عن موضوع الدراسة.

Abstract The study project aims to identify the requirements for digital transformation and remote training for training centers and departments in light of the COVID-19 pandemic in the State of Kuwait from the point of view of those in charge of the training process in these centers, in addition to analyzing the documents and supporting studies related to the subject. Sixty (60) training centers and administrations in the State of Kuwait will be selected, divided into two groups, the first group consisting of (30) government training centers, and the second group consisting of (30) private training centers. The characteristics of these centers will be identified in terms of the availability of digital transformation requirements and distance training in them. A sample will be taken from those in charge of these centers to get their view on the requirements of digital transformation and distance training. This study will depend on the mixed approach that combines a qualitative descriptive and a quantitative approach, through which it is possible to obtain data closer to reality to identify the reality of the requirements of digital transformation and remote training for the development of training centers and departments in the State of Kuwait in light of the Covid-19 pandemic, and this is done through Applying questionnaires and analyzing the content of a set of supporting and related documents and studies. The results of the study are expected to show the following: Determining the views of those in charge of the training process in government institutions towards the requirements for implementing and managing the digital transformation of distance learning and training systems; Standing on the results of a group of studies that dealt with the subject of the study in various currency environments of different countri
