Forecasting the Demand for Rehabilitation Services across the Continuum of Care in the State of Kuwait

This study proposes to synthesize the available peer-review and grey literature, conduct an environmental scan (using key informant interviews) and develop demand-based and supply-based projection models regarding rehabilitation services in Kuwait. This research initiative will explore these issues across Kuwait’s continuum of care beginning at the point of first contact with the publicly funded health system and progressing to the full integration of individuals in their home and communities. The Canadian Institutes for Health Information (CIHI) categorizes 16 general conditions that require rehabilitation services, and as such, this research will use this categorical list to drive its methodology. In other words, this study will begin by conducting the literature review and environmental scan using these CIHI categories, and then determine the demand for rehabilitation services for these categories across the four settings in Kuwait’s continuum of care. The overall purpose of this research is to generate timely and useful information, data and analysis around the issues of supply and demand for rehabilitation services across Kuwait’s continuum of care. Our guiding research question is whether there will be sufficient supply of rehabilitation providers to meet future rehabilitation demands in Kuwait. Health care stakeholders in Kuwait from clients, providers, payers and policy-makers will use the outcomes of this research. In particular, as listed below, there are 3 detailed objectives of this research: 1. Synthesize the literature (peer-reviewed and gray literature) pertaining to supply and demand for rehabilitation services for specific categories of conditions/pathologies across settings along the continuum of care in Kuwait. 2. Conduct an environmental scan with input from key health care stakeholders, policy-makers and decision-makers across jurisdiction in order to identify variables associated with current and future supply and demand for rehabilitation services. 3. Use the information, data and analysis from the literature synthesis and environmental scan for demand-based and supply-based projection models that will identify the extent to which future supply is expected and to which demand for rehabilitation services . This three-phased mixed method design will use multiple methodologies to address the research questions. In general, these data sources will be triangulated in order to build valid and reliable arguments for each of the research questions. In Phase 1, a description of current supply and demand for rehabilitation must first be established by triangulating data from literature review, and existing database analysis. Phase 2 of the research will conduct a series of key informant interviews that will clarify the findings from Phase 1 and will allow for an elaboration on the factors that are believed to affect the future supply and demand for rehabilitation. Phase 3 of the research agenda will move towards applying this information in demand-based and supply-based projection models to forecast future gaps between supply and demand.
