The Economic Utilization of Waste in the State of Kuwait

إن المعدل المتزايد لتوليد النفايات في السنوات الاخيرة يفرض ضغطا كبيرا على خدمات البلدية في الكويت، بالأخص من الناحية المالية والادارية والبيئية والاجتماعية. والاهم من ذلك، أن الممارسات الحالية من طمر للنفايات ليست آمنة لا للأفراد أو للبيئة. لذلك يتوجب التخطيط الجيد وتشجيع إعادة التدوير للتقليل من كمياتها والاستفادة الاقتصادية من النفايات. فبناءً على التكليف من بنك الكويت الصناعي، قام البنك الدولي في تنفيذ دراسة مشروع "الاستفادة الاقتصادية من النفايات بدولة الكويت" وبدعم مالي من وزارة المالية ومؤسسة الكويت للتقدم العلمي. حيث تضمنت على أربع تقارير رئيسية وهي: تقرير حول تقييم الظروف الحالية لقطاع النفايات الصلبة، تقييم فرص الاستثمار في إعادة تدوير النفايات، وتقرير عن مشاركة القطاع الخاص وآليات التحفيز، وأخيرا تقرير النتائج والتوصيات.

The growing rate of waste generation in recent years is putting significant pressure on municipal services in Kuwait, particularly from financial, managerial, environmental and land perspectives, thus better planning, including the promotion of recycling and waste minimization, should lead to more effective use of land and better economic utilization of waste. This study prepared by the World Bank at the request and supervision of the Industrial Bank of Kuwait and supported financially by the Ministry of Finance and Kuwait Foundation for Advancement of Sciences. The study addressed and analyzed the problems and challenges that this sector currently faces. It provided an independent assessment of the current conditions of the solid waste sector in Kuwait and recommended steps towards improving its management, also presented viable waste recycling investment opportunities in this sector for the private sector participation.
