Estimating the Costs and Distribution of Industrial Sectoral Pollution

إن الاهتمام المستمر بالبيئة، والطاقة، والنمو، يؤكد أهمية تحليل العلاقات الأساسية القائمة بين النشاط الصناعي، وتوليد المخلفات، ومعالجة المخلفات وجودة البيئة، وفي ورقة بحث قدمها كمبرلاند في "المؤتمر الدولي الخامس لتقنيات المدخلات والمخرجات"، تم وصف نموذج صناعي بيئي Interindustry model. وامتد هذا النموذج ليربط العلاقات البيئية بالعلاقات االصناعية، وقد ركزت هذه الورقة على أهمية: ‌أ- تتبع تدفقات المخلفات بصورة صريحة، خلال عمليات معالجة المخلفات، وحلقات إعادة تصنيع المخلفات Recycling، والمسارات البديلة. ‌ب- تأسيس النماذج البيئية – الصناعية على مفهوم توازن – المواد materials-balance. ‌ج- استخدام مدخل واسع للنظم لتعريف العلاقات – االصناعية البيئية الرئيسية. وتستهدف ورقة البحث هذه مناقشة التطورات اللاحقة للنموذج، وعرض بعض النتائج التجريبية التي تم الحصول عليه أو من ثم تطبيق النموذج على بيانات دولة الكويت.

The continuing concern regarding the major environment, energy, and economic growth emphasize the importance of analyzing the relationship between industrial activity, waste, waste treatment an the quality of the environment. In a paper submitted by Cumberland in “The fifth international conference for the techniques of inputs-outputs”, an inter-industry model was developed. This model was extended to find the relationships between environmental coefficients and those industrial ones. That paper emphasized the importance of: a) Study the flaw of waste; b) Development of environmental-industrial models based on materials-balance; and c) use of an extended system approach to define major environmental-industrial relationships. This research will apply this model to the Kuwaiti environment and will study the resulting effects on the environment and the related costs.
