Designing and Constructing a Social Accounting Matrix (SAM) for the State of Kuwait

تتعدد الإختلالات الهيكلية التي يعاني منها الاقتصادي الكويتي. ومن أبرز هذه الإختلالات، هيمنة القطاع النفطي على المكون الصناعي، وهيمنة القطاع الحكومي على النشاط الاقتصادي. ومن الممكن القول أن هذه الاختلالات لها آثار مترابطة. حيث أن العوائد الريعية من النفط (عوائد غير ضريبية) قد أدت إلى تمدد القطاع العام والترويج لمفهوم دولة الرفاه. ويثار الجدل حول الحاجة إلى معالجة مصادر هذه الإختلالات والتي تؤدي إلى سوء وعدم كفاءة إستغلال وتوزيع موارد الاقتصاد. ولقد أدى الانخفاض الحاد في أسعار النفط إلى خلق زخم شديد للبدء في الإصلاحات الإقتصادية. وبناءً على ماسبق، فقد برزت في السنوات الأخيرة بوادر سياسات تركز على الإصلاح الإقتصادي من خلال تنويع مصادر الدخل، وتحفيز القطاع الخاص، وترشيد الخدمات العامة. ولذلك، فإن الهدف الأساسي لهذا المشروع هو مد يد العون لمتخذي القرار بتوفير أدوات إقتصادية ترتكز على الأدلة العلمية. يهدف هذا المشروع إلى تصميم وإنشاء مصفوفة حسابات اجتماعية لدولة الكويت. وتعتبر هذه المصفوفة حجر أساس وشرطاً مسبقاً يمهد الطريق لتطوير نموذج توازن حسابي عام لدولة الكويت. والذي يمثل أداة قوية لتحليل وقياس الآثار الإقتصادية الواسعة للتغيرات في الساسيات الإقتصادية. تم تمويل هذا المشروع وبشكل مشترك من قبل مؤسسة الكويت للتقدم العلمي ومعهد الكويت للأبحاث العلمية. ولقد بدأت أعمال المشروع في الأول من أكتوبر، 2015. ولمدة زمنية تقدر ب 24 شهراً. يقدم هذا التقرير ملخصاً للأعمال المنجزة في السنة الأولى من المشروع. تم التركيز في السنة الأولى على تدريب فريق المشروع وتصميم مصفوفة الحسابات الإجتماعية.ٍ ولقد تم ال،تهاء من مايقارب 50% من النشاطات. وبناءً على ماسبق، فإنه من المتوقع أن تكتمل نشاطات المشروع في الموعد المقرر في 30 سبتمبر، 2017.

The Kuwaiti economy is characterized by multi-pronged structural imbalances. These are expressed in terms of the dominances of the oil sector in industrial composition and the dominance of the public sector in ownership patterns. These imbalances have synergetic effects in that oil rent (non-tax revenue) has contributed to expansion of the public sector and welfare system. There have been heated debates over the necessity of redressing the imbalances and resource allocation inefficiencies in the Kuwaiti economy. However, the recent dramatic change in the price of oil in the world market has brought about some impetus to commitments to far-reaching economic reforms. Accordingly, diversifying the economy, promoting the private sector, and rationalizing public services have emerged as key development strategies and policies. This project was initiated with the primary aim of assisting the authorities with evidence decision-making. The project focuses on designing and constructing a Social Accounting Matrix (SAM) for Kuwait. The SAM is a baseline data infrastructure, an essential pre-requisite that facilitates the groundwork for the development of a computable general equilibrium (CGE); a powerful policy tool for examining economy wide effects of policy changes. The project was jointly funded by the Kuwait Foundation for Advancement of Sciences (KFAS) and the Kuwait Institute for Scientific Research (KISR). The project was planned to have a 24-months timescale with a start date of October 1, 2015. This report presents progress during the first year of the project implementation. During this phase, the focus has been on training staff and designing a SAM in such a way that it can be used to evaluate a range of policy reform packages. About 50% of the project activities are completed, and hence the project is expected to be completed on Schedule by September 30, 2017.
