Designation, Measuring, and Localizating the Productive Knowledge in the Public Institutions, Kuwait State.

في ظل التحولات الفكرية الرامية للتحول نحو اقتصاد معرفي تنافسي تسعى من خلاله جني العوائد المادية والمعنوية، تبرز تحديات متنوعة أبرزها آلية شاملة تقيس الكفاءة النوعية والكمية لموارد المعرفة الإنتاجية " رأس المال البشري، رأس المال الهيكلي، ورأس المال العلاقات" في المؤسسات العامة في الدولة لذلك صمم هذا المشروع لاحتواء هذه المعضلة عبر تعيين مصادر المعرفة الإنتاجية في المؤسسات العامة تمهيدا لقياسها وتطويرها ومن ثم وضع المعايير المؤسسية. يتضمن المشروع على عدة مراحل أساسية المرحلة الأولى رصد مصادر المعرفة الإنتاجية في المؤسسة، والمرحلة الثانية تحليل وقياس وتقييم مصادر المعرفة الإنتاجية، ثم المرحلة الثالثة رفع التقرير النهائي متضمنا فيه التوصيات لتعزيز مصادر المعرفة الإنتاجية وسبل تطويرها وآلية جني العوائد المالية والمعنوية، والمرحلة الرابعة العمل على إصدار المعايير المؤسسية في إدارة وتشغيل وتطوير المعرفة الإنتاجية في المؤسسات العامة المستهدفة.

وجاءت أهداف المشروع متضمنة وضع المعايير المؤسسية الداعمة لبناء المنظومة القائمة على تطبيقات الاقتصاد المعرفي، وتهيئة المؤسسات العامة للمواءمة مع متطلبات أنشطة الاقتصاد المعرفي، مع الإحاطة بحجم المعرفة الإنتاجية الكامنة في المؤسسات العامة في الدولة، وتوعية المؤسسات العامة على الدور المحوري للمعارف الإنتاجية والأصول المعرفية، بالإضافة إلى تشجيع المؤسسات على ممارسة كافة الأعمال المتصلة بإنتاج وتوزيع ونقل واستغلال المعرفة الإنتاجية، وتشجيع العاملين لممارسة ثقافة نقل ومشاركة المعرفة الإنتاجية داخل المؤسسة وبين المؤسسات العامة بما يدفع نحو تطوير الأداء الوظيفي والتشغيلي داخل المؤسسات.

In the framework of the intellectual transformation efforts to shift towards a competitive knowledge-based economy in pursuit of tangible and intangible returns, a variety of challenges emerge most important of which is a comprehensive mechanism to measure the qualitative and quantitative efficiency of the productivity knowledge resources, namely, "the human capital, the institutional capital, and the relationship capital" in public institutions in Kuwait. This project was designed to tackle this issue by identifying the productivity knowledge resources in public institutions as a prelude to measuring and developing them in an attempt to succeed in formulating institutional standards.

The project includes the following basic stages:

1. First phase: Identify productivity knowledge resources in the public institution.

2. Second phase: Analyze, measure, and evaluating productivity knowledge resources.

3. Third phase: Submit the final report, which would include recommendations to enhance productivity knowledge resources, means of developing such resources and the mechanism to reap the tangible and intangible returns.

4. Fourth phase: Endeavor to issue institutional standards in the management, operations, and development of productivity knowledge in the targeted public institutions.

The objectives of the project are:

1- Support the development of institutional standards to build a system based on the Knowledge Economy applications.

2- Orient public institutions to become aware of the need to be in sync with the requirements of the knowledge-based economy.

3- Take note of the underlying size of productivity knowledge in public institutions in Kuwait.

4- Make public institutions aware of the central role of productivity knowledge and knowledge assets.

5- Encourage public institutions to execute practices related to the production, distribution, transfer, and use of productivity knowledge.
