The municipality of Kuwait since its inception owns the independent personality has its own systems and laws where the municipal council plays the role of planning, guidance and control and the director of the municipality and the executive body to complete and implement the work at the beginning of the inception of the municipality was the administrative apparatus consists of the director general and clerk of the administration and a number of collectors and workers cleaning markets and guards and confined the work of the municipality in cleaning, control and collection of fees and the headquarters of the municipality in a small office inside a shop rented in the market and in 1933 moved the municipality to its headquarters In Safah Square.
