Description of impact
The main objectives of the project are to understand and map the current state of data in Kuwait and to develop an implementation roadmap aligned with KFAS’s strategy cycles. This requires the completion of three key stages, and we are currently at the second stage.The purpose of the Target State Analysis Report is to assess the gaps in Kuwait’s current data ecosystem and define the desired state. This is achieved by utilizing best practice data and the key findings from both the Benchmark Report and the Current State Assessment.
The inputs are then analyzed and consolidated across three sections to identify gaps and outline Kuwait’s data development journey. To support this, a comparison was conducted between benchmarked countries’ practices and Kuwait’s, based on five key components used in both the Benchmark and Current State Assessment reports.
Following this, we defined the data ecosystem value chain components along with its three key enablers: legal and regulatory framework, capabilities, and ICT infrastructure and technology. Based on these, we mapped 15 key gaps identified in the Current State Assessment Report across the value chain.
A change agenda was then developed, highlighting required changes along the value chain components and comparing Kuwait’s actual performance against its desired future state.
Finally, a set of recommendations was prepared to address the identified challenges and support Kuwait in achieving its desired data ecosystem.
