Description of impact
The project aims to understand and map the current state of data in Kuwait and to develop an implementation roadmap aligned with KFAS’s strategy cycles. This involves three key stages, beginning with a Current State Assessment (CSA) to provide a comprehensive overview of Kuwait’s data ecosystem, identify gaps, and recommend actions toward the desired future state.The CSA is structured around three main sections:
A comparative analysis of Kuwait against benchmarked countries.
An assessment of data maturity against a best practice framework.
Key findings from stakeholder engagement.
This approach ensures direct comparability with international best practices and a clear understanding of Kuwait’s strengths and challenges.
Kuwait has long recognized the importance of data, beginning with the establishment of the Central Statistics Bureau and expanding efforts to develop a supportive legislative environment and foster partnerships on data initiatives. To evaluate progress, Kuwait’s public data was assessed across key domains using a four-step approach and measured against seven best practice attributes on a three-level maturity scale.
The assessment found that out of 45 stakeholders, 28 currently publish data online. Overall, data standards in Kuwait are in the nascent to emerging maturity stage, with some attributes—such as privacy and language standards—transitioning toward a more optimized state. Two-thirds of the available data is outcome-focused, with processed and statistical data being the most common formats.
To strengthen the analysis, stakeholder engagement was carried out through multiple channels, involving over 18 entities that provided valuable insights into Kuwait’s data landscape. This process clarified current data management practices, highlighted supply and demand challenges, and identified aspirations for the future.
The outputs of the Current State Assessment were consolidated into a set of key findings structured along Kuwait’s data value chain. These findings form the basis for defining the desired target state and shaping the roadmap for the development of Kuwait’s data ecosystem.
